WICD Board of Supervisors

A board of five Supervisors, three elected and two appointed, direct the programs and policies of the Whidbey Island Conservation District.  Appointed and elected positions are for 3 year terms.  District elections are held each spring.

The Board generally meets the fourth Thursday of each month from 10:00 AM to 12:00 PM at the WICD Office at 1 NE 4th Street in Coupeville.  Meetings are open to the public.

2012 WICD Board of Supervisors Election & Appointment

 

The WICD Board of Supervisors consists of five members, each serving a three-year term. District Supervisors are public officials who serve without compensation and set policy and direction for the Conservation District programs to protect natural resources.  In 2012, there are two positions open, one elected and one appointed:


Elected Supervisor Position Retained by Incumbent

 

The Whidbey Island Conservation District (WICD) election previously set for January 31, 2012 was not held because, as of the filing deadline, the incumbent, Antonia Palkovic, was the only person to file.  The WICD has verified the incumbent’s continued eligibility and interest to serve another term of office.  Therefore, Antonia will be automatically re-elected to a three-year term that runs from May 2012 to May 2015.  For further information about the election, contact the District at 360-678-4708 or visit the Washington State Conservation Commission website at www.scc.wa.gov/.

 

Antonia currently co-manages Molly’s Island Garden where she grows vegetables for Molly’s CSA, local farmers’ markets, grocers, and restaurateurs.  The District looks forward to her continued participation on the board.

 

Appointed Supervisor Position

 

The Appointed position, currently held by Fran Einterz, is open to any Island County registered voter residing on Whidbey Island who is a landowner or farm operator (as defined in WAC 135-110-110).  Individuals must submit an application to the Washington State Conservation Commission (WSSC) by the filing deadline of March 31, 2012.

Meet our Board
 

WICD is fortunate to have a very active and engaged Board with diverse backgrounds. 
  
 
Fran Einterz, Chair (Appointed Position, 2009 - 2012)


Fran serves as Chair of the Board of WICD and is a member of Ebey's Landing National Historical Reserve Board.  Fran retired from the social services company he founded, Service Alternatives, and has been a full-time farmer since 1999.  Currently a Livestock Advisor, Fran raises cattle on pasture and grows hay at the Jenne Farm on Ebey's Prarie.  He served as a Peace Corps volunteer in Kenya, worked with USAID in Uganda as well as CARE in Egypt.  Fran holds a BA in Communications from Fordham University and a MBA from the University of Washington.  Fran spends most days appreciating and protecting the rural character of Whidbey Island.

  

 
 
 
 
 
 
 
Wendi Hilborn, Auditor, Vice Chair (Elected Position, 2011 - 2014)

Wendi owns and operates Penn Cove Farms – a custom heifer raising operation – in central Whidbey and has resided on the island since 1999. A graduate of Washington State University, Wendi holds a B.S. degree in Crop Science. Along with raising heifer calves, she and her husband Steve are also raising two sons ages 9 and 6. Wendi enjoys boating, camping and is an avid long distance runner.
 
 
 
 
 
Tom Fournier, Treasurer (Appointed Position, 2011 - 2014)

Tom Fournier lives in Coupeville on Whidbey Island.  Tom, who retired from federal service a few years ago, has worked previously with the Bureau of Reclamation, the Soil Conservation Service, and the Navy.    He has a degree in Geography from Humboldt State College.  He has volunteered regularly with the Conservation District, helping out during our annual Native Plant Sale as well as with planting the rain garden designed and installed by the WICD and partners at the Freeland Library in 2009.  He also volunteers each year with the local ‘Hearts and Hammers’ program.  Tom assists his wife, Barb, with her numerous garden projects.  Together, they produce enough garden edibles to supply their own needs and to donate to the Food Bank.

 
 
 
 
Tim Keohane, Regular Member (Elected Position, 2011 - 2013)

Tim was born in Osaka, Japan in 1948.  As a military family, they moved every three years; living in Europe, North Africa, and several states, including Alaska.  Upon graduating high school in 1966, Tim built a 32’ fishing vessel and went to Alaska to earn money for college.  After graduating with a degree in Industrial Technology/Engineering, he continued to fish commercially in Alaska and to spend the off-season involved in a variety of projects from building boats, to houses, to hydraulic lift boat trailers.  Tim became more involved in agriculture when he married his wife Paula, also a commercial fisher and farmer in Alaska, becoming involved in hay production and forestry.  It was at that time they began to work with the Soil Conservation Service in developing the family homestead.  Since acquiring some acreage on Whidbey Island, Tim has continued both his commercial fishing in Alaska and his involvement in farm operations and development here.  His most recent effort is the development and implementation of a forest conservation plan on their 32 acres on central Whidbey.

 

 

 

 

 
Antonia , Regular Member (Elected Position, 2010 - 2012)

Antonia Palkovic grew up in Plattsburgh, NY.  Although her parents are teachers, both sets of her grandparents were Midwestern dairy farmers, and winter holidays and summers visiting her grandparents on their farms played a big role in her childhood.  From age seven, Antonia dreamed of farming and homesteading.  After attending the State University of New York at Purchase and finishing her Bachelor’s degree in Political Science in South Africa at the University of Natal, Pietermaritzburg, Antonia taught English in South Korea before returning to the US to follow her dream of farming.  She interned and worked as an assistant farm manager on several different organic vegetable farms in the Catskills and Finger Lakes areas of New York before pursuing graduate studies at the University of California at Davis, specializing in soil science and agroecology.  She moved to Whidbey Island in 2010 and is currently co-managing Molly’s Island Garden where she grows vegetables for Molly’s CSA, local farmers’ markets, grocers, and restaurateurs.
